Saharauis afectados por minas de guerra son atendidos en el hospital general de (Elche)




Un convenio con la ONG Compromiso Sahara posibilita que 25 pacientes al año pasen por el servicio de Rehabilitación 

El servicio de rehabilitación del Hospital General Universitario de Elche presta atención sanitaria a 25 pacientes saharauis cada año desde el año 2002, en el que el Hospital y la asociación Compromiso Sahara firmaron un convenio de colaboración.
Un equipo multidisciplinar, coordinado por la doctora de Rehabilitación del Hospital ilicitano, María Asunción Cortés, y del que forma parte también el fisioterapeuta Rafael Polo, se desplaza regularmente a los campamentos de refugiados del Sahara donde durante ocho días tratan in situ a pacientes afectados por minas de guerra que necesitan prótesis.
En las revisiones, los especialistas valoran a los pacientes, cambian piezas de sus prótesis para mejorarlas si es necesario, y a aquellas personas que consideran que necesitan un cambio completo de prótesis o incluso una nueva de la que no disponían, les ofrecen la posibilidad de viajar a España para ser tratados en el servicio de Rehabilitación del hospital ilicitano.
Entre las mejoras que ha ido introduciendo la Asociación Compromiso Sahara, presidida por el técnico ortopeda Manuel Alonso y uno de los integrantes del equipo, está la puesta en marcha en 2005 de un gimnasio para llevar a cabo la fisioterapia con los pacientes del centro de víctimas de guerra de los campamentos de refugiados.
Los pacientes más complejos seleccionados para viajar a España se hospedan en un piso de Crevillente. Juana Guirao, concejal de Asuntos Sociales del Ayuntamiento de la localidad, explica que el consistorio colabora cediendo el piso donde una se hospedan durante el tiempo necesario para ser tratados en el Hospital General Universitario. Además «contamos con la colaboración de la fisioterapeuta, Nereida Miralles, que realiza sesiones con ellos en esta ubicación». Además, las compañías de agua y luz de la Vega Baja también colaboran «prestando sus servicios en el piso de manera gratuita».
Calidad de vida
Manuel Alonso explicó que «intentamos viajar al Sahara todos los años para tratar a estos pacientes ofreciéndoles una atención sanitaria adecuada». El uso de prótesis en las personas afectadas por minas de guerra incrementa su calidad de vida ya que de otra manera no podrían acceder a ellas. «Esto les permite llevar una vida lo más normal posible ya que se amplía considerablemente su movilidad», dijo.

Campaña “Presta tu pierna, Exigiendo un Sáhara Occidental sin minas “ Comunicado de prensa

Tras la vergonzosa retirada de España del Sáhara Occidental en 1975, se impuso una guerra sangrienta contra el pueblo por el Reino de Marruecos y el régimen de Ould Dada en Mauritania, con el respaldo de varias potencias, principalmente Francia. El Frente Polisario que luchaba contra la ocupación española se vio obligado a resistir contra los nuevos agresores para proteger al pueblo saharaui de un genocidio planificado y llevado a cabo contra él. Como consecuencia de esta guerra colonial, el territorio saharaui es uno de los más contaminados por minas y restos de explosivos en el planeta. En la década de los años ochenta, Marruecos empezó a levantar muros que han restringido completamente la vida del pueblo saharaui. Una muralla de arena y piedra, de más de 2.700 kilómetros de longitud, rodeada por campos donde permanecen millones de minas anti personas y anti vehículos, bombas de racimo y demás restos de explosivos que han causado y siguen causando sufrimientos, mutilaciones y muertes de cientos de víctimas civiles inocentes e indefensos, especialmente niños. El muro constituye igualmente un obstáculo para el desarrollo económico y la reconstrucción del Sáhara Occidental y una separación física de miles de familiares imposibilitadas para reencontrase libremente desde hace más de 36 años. Todos los días, las minas terrestres continúan amenazando a miles de personas en diferentes partes de la tierra, sin embargo y a pesar de haberse cumplido 20 años de la campaña internacional por la prohibición de minas anti personas, los sobrevivientes de minas en el Sáhara occidental, y los saharauis en general, siguen ceñidos entre las secuelas y traumas de estas armas por una parte, y el abandono y el olvido de la comunidad internacional por otra. En este ocasión, la Asociación Saharaui de Victimas de Minas (ASAVIM) saluda los esfuerzos desarrollados por la organización de Acción contra la Violencia Armada (Landmine Action anteriormente), quien pudo limpiar más de 21 millones de m2 de los territorios liberados del Sahara Occidental y la destrucción de más de 22 000 explosivos. Esta organización sigue con su noble tarea, mediante la introducción de la primera dragaminas (máquina de desminado). La Asamblea General de las Naciones Unidas proclamó, el 4 de abril, Día Internacional para la Sensibilización contra las Minas Antipersonal. La fecha ha sido promovida para expresar el rechazo de la comunidad internacional del uso de estos artefactos y crear conciencia sobre la creciente amenaza que representan para la humanidad. La Asociación Saharaui de Victimas de Minas se adhiere plenamente a esta campaña internacional lanzando localmente la campaña “Préstame tu Pierna, Exigimos un Sahara Occidental sin Minas”. El objetivo de esta campaña, abierta a las organizaciones no gubernamentales y a las instituciones humanitarias tanto saharauis como amigas, es el de concienciar a la población saharaui sobre la dimensión y el peligro que suponen los millones de minas en todo el territorio saharaui, así como solicitar la intervención de la comunidad internacional para ayudar el pueblo saharaui en su voluntad inquebrantable en deshacerse de esta plaga. La comunidad internacional debe presionar al Reino de Marruecos para que se adhiera a la Convención de Ottawa: Convención Sobre la Prohibición del Empleo, Almacenamiento, Producción y Transferencia de Minas Antipersonas y sobre su Destrucción. ويتناول هذا العمل الذي قدم بدار الثقافة ''مولود قاسم نايت بلقاسم'' لتيسمسيلت، والذي ألفه وأخرجه السيد ''رضوان حجبة'' وهوإطار بمديرية الثقافة لولاية غليزان، بقايا الإستعمار الفرنسي المتمثلة في الألغام القاتلة التي زرعها بالحدود الشرقية والغربية للوطن.  ويسرد الفيلم طيلة 13 دقيقة حياة الطفل سفيان المهتم بما جرى أثناء الثورة التحريرية كون جده استشهد جراء انفجار لغم خلال إحدى المعارك. ويلقى الطفل سفيان نفس المصير جراء لغم يعود للحقبة الإستعمارية وذلك عندما كان يتنزه بالحقول عندما كان عائدا بعد زيارة جدته بالبادية. وتميز حفل اختتام الأسبوع الثقافي لولاية غليزان، أيضا بتقديم استعراضات فلكلورية لفرقة ''الحرية'' وإلقاء أبيات شعرية من

El CICR comité internacional de la cruz roja a través de su oficina en San José del Guaviare dirigida por Nicolás Lenssen, realiza actividades en el ámbito de la acción contra las minas y los "restos explosivos de guerra", entre los que se cuentan bombas, obuses y submuniciones en racimo sin estallar.
La presidente de la cruz roja seccional Guaviare Rosalba D'aleman y la asesora del programa aprendamos a prevenir accidentes de contaminación por armas, Lilian Blanco, anunciaron que esta campaña en el Departamento está dirigida especialmente a la población indígena del sector del barrancón.
Los funcionarios explicaron la modalidad de difusión de la campaña y manifestaron que uno de los resultados que han obtenido es la realización de una cartilla la cual se encuentra ilustrada con dibujos elaborados por la misma comunidad y mensajes de comportamientos seguros para los habitantes de las zonas en riesgo en el dialecto de la etnia jiw.

Today, a video featuring United Nations Secretary General Ban Ki-moon, Colombian megastar Juanes and landmine survivors from the U.K, Somalia, Afghanistan, Cambodia and many other countries will be screened at events in more than 50 countries and shared with millions online, urging people to Lend Your Leg for a mine free world.

Kasia Derlicka, Director of the International Campaign to Ban Landmines (ICBL) said: “Every day, landmines still threaten thousands of people around the world. As we begin our 20th year of campaigning we are proud of the progress already made to reduce the devastating impact of landmines, but we are also very aware this fight is not yet over.”
Real Madrid goalkeeper Iker Casillas, UNDP Administrator Helen Clark, X-Men star Ben Foster, Slovenian professional boxer Dejan Zavec, and ICBL Youth Ambassador Song Kosal also feature in the Lend Your Leg film.
“Today we are honoured to stand alongside these brave survivors from all over the world to remind governments and the international community that more must, and can, be done to end the suffering landmines cause for good. The massive global support this inspirational campaign has already got shows that together we really can achieve a mine free world in our lifetime,” Derlicka said.
Lend Your Leg is strikingly simple. On 4 April, the UN Day for Mine Action and Mine Awareness, people all over the world will be asked to roll up their trouser legs showing solidarity with survivors of landmines and other explosive remnants of war, calling on the international community to eradicate these weapons for good.

Colombian NGO Fundación Arcángeles and its President Juan Pablo Salazar are the architects of this global campaign. One of the world’s most mine-affected countries, last year thousands of Colombians, including President Juan Manuel Santos, took part in the first Lend Your Leg action. The widespread media coverage and pressure it created saw a draft law to increase protection for victims of conflict, including rehabilitation for landmine survivors, jump in legislative priority list from number 38 to 4. It was enacted by Congress a few weeks later.
Now Lend Your Leg is going global. The United Nations network, the Red Cross/Red Crescent Movement and the ICBL’s global network will be working in capital cities and rural communities, across social media networks and through the press, urging everyone to get on board.
Between today’s launch and the 4 April – the global day of action – ICBL campaigners from Tokyo to Kinshasa, Phnom Penh to Ottawa, Istanbul to Taiwan will be organising concerts, sporting events, flash mobs and giving hundreds of media interviews, all urging as many people as possible take part in Lend Your Leg, forcing governments to recognise their vital role in helping the ICBL reach its goal.
Firoz Alizada, ICBL Campaign Manager and Afghan landmine survivor said: “I am one of the luckiest. I survived a horrible landmine accident and managed to enjoy a happy life despite losing both legs, but hundreds of people die on the spot after they step on landmine or hit an explosive remnant of war. I am hoping that Lend Your Leg as a symbolic action draws the international community’s attention to step up efforts to bring the number of new landmine victims to zero and enhance much-needed resources to address needs of my fellow survivors.”
Since the ICBL was founded 20 years ago, 80 per cent of the world’s countries have banned landmines, millions of mines have been removed from the ground and destroyed and billions of dollars have been invested in stopping the damage mines do.
But despite this, last year’s Landmine Monitor recorded 4,191 new casualties of landmines in 2010. That’s nearly 12 people every day. Tens of thousands of survivors, often in vulnerable and poor communities, are still coping with the terrible aftereffects of the injuries landmines cause.
And although the vast majority of countries have banned mines, some outside the Treaty still produce them, and last year saw the most use of landmines by government forces since 2004.
Juan Pablo Salazar said: “It shocks me that landmines still claim lives every day and yet the majority of people aren’t aware of the damage they cause. They kill, they maim people for life and they act as deadly barriers to people struggling to survive the aftermath of war. Through Lend Your Leg we want to wake the world up and see that by taking part in this simple action and by saying NO MORE to this injustice we truly can put an end to these weapons for good. I’m honored to work with the ICBL on this initiative, and to export this Colombian success case all over the world.”

Start now and use the time period leading up to the launch of the campaign to develop your campaign strategy through the following steps.
  • Register on the campaign website: Juan Pablo and his team at Fundación Arcangeles are working hard to get the campaign website ready. Email info@lendyourleg.org to request log-in details to the campaign website – everyone is welcome! The public website www.lendyourleg.org will go live on 1 March. Once you log-in you will start to receive campaign tools and information to help you with your campaign.
  • Identify a public figure in your country to be in the campaign video – this is one of the first of many “missions” you will receive after registering with the campaign website. We are working hard to have many public figures from around the world rolling-up for the campaign video that will be launched on 1 March, already Ban Ki-moon has been filmed rolling-up for the video!!! Identify a public figure in your country and get them on camera rolling-up. Sign in to the campaign website for guidelines on how to film and submit your content, the deadline is 15 February 2012.
  • Reach out to a creative agency to see if they can work with you on your campaign. Contact your partners: civil society, youth, UN, government, international organisations, private sector, and media in your country to find out who will partner with you to ensure that the campaign is a success. The UN is an official partner, so contact UN representatives in your country. The ICRC will also be working through national societies around the world, so contact the Red Cross/Red Crescent in your country.
  • Develop your country specific messages: Decide what you will be lending your leg for in your country. The global Lend Your Leg campaign will have the broad overarching message to “Lend your leg for a mine free world” and everyone taking part will be showing solidarity with landmine survivors wherever they are. However, your country campaign message should be aimed at specific priority issues related to implementation of or joining the Mine Ban Treaty by your country. For example, if your country still needs to join the treaty your message could be “Lend your Leg for COUNTRY to ban landmines”. If your country is affected by landmines and land clearance has been slow, your message could be “Lend your leg to clear landmines” or “Lend your leg to speed up clearance of landmines”. If there are landmine survivors in your country and assistance provided is not sufficient, your message could be “Lend your leg for more assistance to survivors”. If you are working on national implementing legislation it could be “Lend your leg to get X law approved by parliament”. If your country is a donor for mine action or perhaps isn’t and should be, a relevant message could be “Lend your leg for COUNTRY to support land clearance and victims”. If your priority is the Convention on Cluster Munitions, you can use the campaign to focus on the issue of cluster munitions. These are just examples, you are the ultimate expert on what the key issue in your country is and what the best message should be.
  • Figure out how you will roll-up in your country. In some countries it is not appropriate to roll-up your pant leg. Find different ways to creatively interpret the campaign such as rolling-up arm sleeves or landmarks where you live.
  • Put together your action plan and share it on the campaign website, with the network and with the ICBL staff.
1 March – Launch of the campaign!
  • On this day, the anniversary of entry into force of the Mine Ban Treaty, the global Lend Your Leg campaign will officially be launched. Use this opportunity to get the word out to the public about the global campaign and what specifically you are calling for in your country.
  • Announce the launch of the campaign on your website and through social media. Use social media to promote the campaign through Facebook and Twitter – use the hashtags #lendyourleg #banlandmines #mineaction #landmines #ICBL and any for your own organisations. An international video will be launched on 1 March and you should share it through the ICBL’s Youtube account, Facebook page, Twitter – linking all the time to your own social media sites.
  • Issue a press release which will announce the launch of the campaign and will explain what you are lending your leg for in your country. The ICBL will make a press release template available in advance so that you will be able to adapt to your national context.
  • Organise an event to publicise the campaign and your national aim - this could be the “rolling-up” of a landmark in your country or town (anything from the Eiffel Tower, the Statue of Liberty, to your national government building, to your local town hall); a public action or stunt; or a meeting with government to lay out what you are calling for – anything that will bring attention to the launch of the campaign and its aims.
1 March – 4 April – Gathering momentum!
Use this phase of the campaign to build momentum and get more and more institutions, media, celebrities, and the public on board to support your campaign. Hold events throughout the month as a part of the global action. Many campaign tools will be available through the campaign website (www.lendyourleg.org) that will be launched on 1 March and once you have signed up to the website you will continue to receive helpful tools and tips. Everyone in your core team that you formed prior to 1 March should be working together to encourage people to lend their legs by rolling up their pant leg publically on 4 April to support the campaign. Take action throughout the month to help build momentum in your country and within the global campaign.
  • Speak out through all your partners and networks to raise awareness and bring as many people and institutions as possible on board the campaign. You can write letters and visit schools, media and advert agencies, NGOs, government agencies, and private companies throughout the month to bring them on board and ask them to contribute to the action.
  • Involve celebrities in your country – film or take photos of them rolling-up their pant leg and lending their legs, which you can use for your media work, exhibitions, public events during the month or on 4 April.
  • Continue to use social media to spread the word to the public who can also get involved to organise events to put pressure on your government to tackle key issues more effectively.
  • Keep in touch on the campaign website to find out what other countries are planning and how they are raising support and share information on the ICBL network list
  • Conduct media outreach, particularly encouraging any good media contacts you have to back the campaign not just through news stories but also by getting on board with the issue. Do you know any journalists particularly engaged in the landmine issue in your country? Call them and ask them to encourage their media outlet to roll-up its masthead or logo on 4 April or throughout the month!
4 April – Roll it up!
On this day people around the world will be lending their legs for a mine free world and to pressure their national government on key mine action priorities in their country.
  • Organise a public event: a press conference, a concert, a photo exhibition, a march of ‘survivors’ (to name a few ideas) where people will roll-up. A public event will be an opportunity to share the news that people around the world are lending their legs and for what reason your country is taking part in the campaign.
  •  
Roll-up a landmark - During the 2011 campaign in Colombia, the roll-up concept was creatively interpreted. Newspapers rolled up letters on their front pages and the Congress even rolled-up! Figure out a landmark that you can roll-up in your country and use this as the centre point of your public event.

  • Send a press release for 4 April and do media work. ICBL will share a template press release in advance that you will be able to adapt to your own needs. Provide media interviews to share your message and/or organise an interview with a celebrity who is supporting your campaign
4 April onwards – Follow-up!
Follow up to ensure that your campaign had and will continue to have an impact.
  • Follow-up with all those that were involved in the campaign to make sure they stay on board to push the government to take action on specific mine action priorities.
  • Meet with the government to debrief on the action and ask how they are going to implement what they said they would do, or get new commitments from them, encourage them to make the commitments publicly.
  • Share your reports and photos on the ICBL network list and the campaign website.

Juanes, Iker Casillas y otras estrellas en campaña contra las 'minas antipersonales'


Los futbolistas Carlos Valderrama e Iker Casillas, el cantante Juanes, el secretario general de Naciones Unidas, Ban Ki-moon, y decenas de miles de personas en el mundo se arremangarán la pernera el próximo 4 de abril para alertar contra el flagelo de las minas antipersonales.
"La idea es que todo el mundo salga a la calle, al trabajo o a la universidad con una pernera del pantalón arremangada, de esta manera generaremos conciencia", afirmó en una entrevista a Efe Juan Pablo Salazar, presidente de la Fundación Arcángeles y promotor del evento.
"Lo que busca la campaña es que un problema (las minas antipersonales) que está por allá en algún lugar llamado guerra venga a la realidad y al día a día de cada uno para ver cómo podemos cambiar esto que aceptamos como normal, y que no lo es", agregó.
En el vídeo promocional del evento participan las personas ya citadas y otras, como el cantante venezolano José Luis Rodríguez "El Puma", que se han comprometido a repetir el gesto el próximo 4 de abril.
La fecha del acontecimiento coincide con la conmemoración del Día Internacional para la Concienciación sobre las Minas Antipersonales, y fue ya elegida el año pasado en la primera edición del evento, que se limitó a Colombia.
Esa jornada, miles de colombianos, incluidos el presidente, los ministros y los miembros del Ejército realizaron sus actividades regulares con una pernera arremangada.
Ante el éxito de 2011, la campaña se ha internacionalizado y se espera que este año participen personas de más de 80 países.
"La conciencia luego va a generar otras cosas, como que los países que no se han adherido al Tratado se unan, como que las empresas privadas quieran contratar a víctimas y sobrevivientes en su fuerza laboral y que los países limpien los territorios que están infestados con minas", prosiguió Salazar.
El evento cuenta con el apoyo de la Campaña Internacional por la Prohibición de las Minas Antipersonales, ganadora del Premio Nobel de la Paz, cuya labor es concienciar sobre el flagelo de estas armas, y que elabora anualmente un informe sobre la producción, el uso y las víctimas causadas por éstos artefactos.

Según los últimos datos recabados, en el 2010 hubo un total de 4.191 nuevas víctimas deminas antipersonales, un 5 % más que en el 2009.
Se identificó a tres gobiernos que colocaron minas antipersonales: Israel, Myanmar y Libia; y se comprobó que grupos armados en Afganistán, Colombia, Myanmar y Pakistán plantaron estas armas.
Según los datos de la ONG, Israel colocó minas el año pasado en su frontera con Siria, y el régimen del desaparecido Muamar al Gadafi plantó artefactos durante los meses que duró la insurrección civil.
Myanmar es el único país en el mundo que ha producido y plantado minas de forma constante en los últimos años.
El Tratado de Prohibición de Minas ha sido firmado hasta la fecha por 159 países, pero aún no cuenta entre sus miembros con potencias como Estados Unidos, China y Rusia.
Los dos primeros no producen actualmente, pero se reservan el derecho a hacerlo en cualquier momento, por ello no firman el Tratado. Moscú siguió colocando minas hasta el 2009 y, según la Campaña, no lo hizo en el 2010.
Los tres cuentan con enormes reservas de minas antipersonales.
También producen minas Cuba, Corea del Norte, la India, Irán, Myanmar, Pakistán, Singapur y Vietnam. (EFE)

انفجار لغم أرضي بسيارة ذات الدفع الرباعي نواحي مدينة الداخلة / الصحراء الغربية


فوجئ في حدود الساعة التاسعة صباحا بتاريخ 31 أكتوبر / تشرين أول 2011 المواطن الصحراوي " العربي بوشعيب عمار حيدان " و ابنه " عمار العربي حيدان " بانفجار لغم بالسيارة ذات الدفع الرباعي من نوع " تيوتا " Toyota ، التي كانت تقلهم بوادي الجنة بضواحي مدينة الداخلة / الصحراء الغربية.

و قد أدى هذا الانفجار إلى إصابة " العربي بوشعيب عمار حيدان " بجروح متعددة على مستوى أنحاء جسده اعتبرت غير خطيرة ، في حين أصيب ابنه " عمار العربي حيدان " بجروح خطيرة على مستوى اليدين و الكتفين و الظهر ، حيث تم نقله إلى المستشفى العسكري الخامس بالعيون / الصحراء الغربية قبل أن ينقل إلى مستشفى حسن بن المهدي بنفس المدينة.
و حسب إفادة الضحايا أن السيارة تعرضت بفعل قوة اللغم لأضرار جسيمة و أن حياتهما كانت ستتعرض للخطر لولا نقلهم إلى المستشفى بهدف تلقي العلاج ، حيث أن " عمار العربي حيدان " المصاب بجروح خطير يرقد بقسم الجراحة بالمستشفى المذكور في انتظار أن يخضع لعملية جراحية.

انفجار لغم بسيارة مدنية بضواحي مدينة السمارة / الصحراء الغربية

انفجر بتاريخ 20 أبريل / نيسان 2011 ، لغما بسيارة من نوع " لاندرو فير " ذات الدفع الرباعي كان على متنها مواطنين صحراويين بمنطقة " روس أخريبيشات " شمال مدينة السمارة / الصحراء الغربية.
و قد أدى هذا الانفجار إلى تدمير السيارة بكاملها و إلى إصابة المواطن الصحراوي " اغضفن محمد العبدي الرامي " بجروح متفاوتة الخطورة في أنحاء عدة من جسده و إصابة المواطن الصحراوي " الخليفة علي خر " بكسور في الرجل وجروح أخرى متفرقة استدعت إجراء عملية جراحية و بقاءه بالمستشفى العسكري الثالث بالعيون / الصحراء الغربية ، في حين تلقى رفيقه بعض الفحوصات الأولية و غادر نفس المستشفى يومين بعد ذلك. 

و حسب إفادة " اغضفن محمد العبدي الرامي " أنه ورفيقه كانا على متن السيارة المذكورة يبحثان عن أمكنة مناسبة للرعي للمواشي التي يملكانها قبل أن تتم مفاجئتهما بهذا الانفجار الذي كان سيتسبب لهما في أضرار جسيمة.

España vende material aeronáutico al Ejército marroquí por un millón de euros

meses el conflicto del Sáhara Occidental se agravó y la violación de derechos humanos llegó hasta el campamento de El Aaiún, la ministra de asuntos Exteriores y Cooperación, Trinidad Jiménez, no quiso condenar la actitud de Rabat y manifestó: “El Gobierno tiene que poner por delante los intereses de España”. En esos intereses están incluidas las exportaciones que la industria armamentística española realiza a este país del norte de África.
Según el informe que la Secretaría de Estado de Comercio Exterior –dependiente del Ministerio de Industria, Turismo y Comercio que dirige Miguel Sebastián–, remitió la pasada semana a los grupos parlamentarios sobre los datos de exportación de material de defensa correspondientes al primer semestre de 2010, el reino alauí no salió nada mal parado de estas operaciones. En concreto, España realizó a Marruecos ventas por valor de 1.121.493 euros relativas a material aeronáutico. Este fue a manos no de empresas privadas sino, en su integridad (el 100% de los equipos), a las mismas Fuerzas armadas que fueron acusadas de asaltar el campamento de El Aaiún.
Si bien en el citado informe, Industria no precisa con detalle los componentes de este lote, sí que afirma que guarda relación con productos del tipo “aeronaves de combate, vehículos aéreos no tripulados, motores aeronáuticos, vehículos aéreos teledirigidos, abastecedores de combustible, equipos de respiración presurizados, paracaídas y sistema s de pilotaje automático. Asimismo, el documento en cuestión recoge a Marruecos como beneficiario de exportaciones de “productos y tecnologías de doble uso” (civil y militar) que alcanzaron entre enero y junio del pasado año una suma próxima a otro millón (797.130 euros). En este caso, la Secretaría de Estado de Comercio Exterior aclara que este material tuvo como usuario final la empresa privada.
En el cómputo general, Industria señala que el valor de este bloque de exportaciones, el correspondiente a material de doble uso, ascendió en el primer semestre de 2010 a 54,5 millones de euros, con un incremento del 20,8% respecto a lo exportado en el mismo periodo del ejercicio anterior. Anticipándose al informe del departamento de Sebastián y en base a datos aduaneros de la agencia Tributaria, un grupo de organizaciones no gubernamentales, entre ellas Amnistía Internacional, Greenpeace, Intermón Oxfam y Fundación por la Paz, alertaron del riesgo de que la crisis económica provoque en España un aumento de las exportaciones de armas a destinos que puedan violar la normativa vigente.
La ley 53/2007 sobre el comercio de armas establece limitaciones para exportar a países y territorios donde estas puedan ser usadas para violar los derechos humanos, o ser empleadas en acciones que perturben la paz, la estabilidad o la seguridad, exacerbar tensiones o conflictos. En este sentido, las ONG manifestaron su “preocupación” ante ciertas operaciones de las autoridades españolas con Marruecos, Israel e Irán.

España vende y regala armas a Marruecos

Marruecos se ha convertido en el séptimo destino de la venta de armas españolas y el segundo tras Brasil fuera del ámbito de la UE. En la última década España le ha vendido armas a Marruecos por más de 200 millones de euros , que incluyen productos y tecnología de doble uso (que probablemente puede ser utilizada como arma) por un valor de 7.227.180 euros. La venta de armas y municiones, así como sus partes y accesorios ha superado en este período los 10 millones de euros, armamento que puede ser destinado a las fuerzas policiales.

Ventas recientes de armas españolas a Marruecos
En 2009, en el informe del propio Gobierno se aceptan ventas por valor de 31,1 millones de euros, entre los que se incluyen 286 vehículos todoterreno y repuestos de armas ligeras. En 2008, España le vendió al ejército marroquí 1.015 vehículos y camiones militares por 113,90 millones de euros.

Dichas exportaciones representan un incumplimiento de la Ley de Comercio Exterior de Material de Defensa y Doble Uso (Ley 53/2007), que obliga a denegar exportaciones a países con una manifiesta inestabilidad política y democrática, que se encuentren en conflicto armado, que vulneren los Derechos Humanos de sus ciudadanos, o que prioricen el gasto en defensa por encima del social como el de educación y sanidad. Marruecos cumple varios de estos requisitos.

El año anterior, en 2007, se formalizó un contrato entre España y Marruecos por valor de 200 millones de euros para la venta de 1.200 vehículos de alta movilidad táctica 800 camiones todo terreno y 10 patrulleras para la vigilancia costera. Por otra parte, este mismo año 2007, el Gobierno informó de la venta de 20 vehículos todo terreno por valor de 1,8 millones de euros, pero no proporcionó información detallada sobre los 9 millones de euros que se vendieron bajo la descripción bombas, torpedos, cohetes y misiles así como otro material sin descripción.

España regala armas a Marruecos
En 2008 el Consejo de Ministros acordó autorizar la cesión de seis torpedos ligeros MK-46 destinados a la Marina Real marroquí por tan solo “un euro”. Este torpedo está dotado de una cabeza de guerra compuesta por 44 kilogramos de explosivo de alta potencia PBXN-103. Pero los regalos de armas del Gobierno español a la monarquía alauí no se han limitado a esta transferencia, sino que también en 2008 se cedieron ocho juegos de lanzadoras de bombas de aviación, que sirven para el uso de bombas de caída libre, también por un euro, a pesar de estar valorados en 86.848 euros.

La venta de armamento de España a Marruecos muestra claramente dos aspectos de la política exterior española:
- Uno de ellos se refiere a que Marruecos es un aliado prioritario al que se le pueden vender e incluso regalar armas porque no se le supone una amenaza para nuestro país.
- El segundo aspecto se refiere al enorme peso del negocio armamentístico en la política exterior española, aun cuando provenga de la guerra o la represión, situando el beneficio económico por encima de consideraciones éticas o morales e incluso de la legislación nacional o internacional existente sobre el comercio de armas.

El negocio de las armas español puede ser otra de las razones por las que el Gobierno español no quiera ejercer su responsabilidad como expotencia colonial para que el pueblo saharaui pueda elegir su propio futuro
